Objective

The structure of this strategic plan follows the ancestral practice of building kahua – first by laying the niho stones, which interlock the structure. It then outlines the unu and ʻili'ili stones, the pebbles or smaller rocks that are used to fill the spaces. This foundational structure is built such that, should any stone be disturbed, they shift inward, essentially strengthening the structure rather than weakening it. Similarly, this strategic plan outlines the Department’s mission, core values, goals, and milestone measures as elements of the Department’s foundation, locked tightly together so that it might stand the test of time.

Impact Outcome

Through collaboration with ʻŌiwi Resources team, county leadership, cultural practitioners, and community stakeholders, KKL Collective guided the development and formalization of the Department of ʻŌiwi Resources strategic plan. With this plan in place, Maui County is now positioned to strengthen its capacity to responsibly steward ʻŌiwi resources, deepen connections with community partners, and uplift the ancestral wisdom that continues to shape Maui Nui’s future.
